For years, Conservative governments relied on voluntary codes from big business tech companies - they have always been good like that. .No age-verification. No duty of care. No penalties for harmful content, yet was the period when self-harm communities, grooming scandals and algorithm-driven harm exploded.
2/. 2018: Public pressure rises — still no law. After the Molly Russell case, the government said it was “considering” regulation. Nothing was introduced.
3/. 2019: Online Harms White Paper The first official document acknowledging the problem — but: no age ban, no enforcement, no regulator. It was a consultation, not a solution.
4/. 2020–2022: Four years of delay. The Online Safety Bill was rewritten, stalled and deprioritised.
Meanwhile, child suicide concerns rose and harmful content spread unchecked.
5/. 2023: Online Safety Act finally passed — but weak. After nearly half a decade, the Act arrived with: NO BAN FOR UNDER -16s, no universal age-verification, no criminal liability for harmful design, no requirement to remove self-harm content unless illegal. Children’s charities and bereaved families said it didn’t go far enough.
6/. 2024 THE YEAR THEY KNEW THEY WE GOING TO BE KICKED OUT: For the first time Conservatives call for a ban. Only after leaving government did senior Conservatives begin calling for: under-16 bans, mandatory age-verification, criminal penalties for tech executives. These proposals did not exist during their 14 years in power.
